I see different symptoms from this bug:
I move the mouse over a hidden panel, and it pops up. Move the mouse
off, and the panel hides, then immediately pops up again. Move the mouse
over the panel, then off, and it hides and stays hidden. This happens
each and every time, with windows or without windows on the desktop.
This doesn't happen with the my last garnome build, 10.1.
