For what its worth, I think the "it won't restart" bug is a UI bug in
session-properties.  I run Metacity on all my desktops and periodically
"killall metacity" to restart it after upgrading it.

To get it to restart correctly I had to set it to "Respawn", change the
priority, and then change the priority back again.
