why doesn't these experimental packages contain reportbug control files?
You can have reportbug display a message before the user is asked about
their bug subject (via /usr/share/bug/<spackage>/presubj) and should
include that message there.
You can also redirect all bug submissions, so they don't get submitted
to bug tracking, but go directly to the mailing list via
/usr/share/bug/<spackage>/control
(you just need to put "Send-To: adress" in there)
