GNOME2 packaging questions

and

       GCONF_DISABLE_MAKEFILE_SCHEMA_INSTALL=1 $(MAKE) install [...]

What is the purpose of these two bits? (I at least can't find
GCONF_DISABLE_MAKEFILE_SCHEMA_INSTALL defined at all in the Makefiles.)
