Done. I find the Salsa permission levels confusing and limiting. 'Developer' is not useful on Salsa since so many things are disabled from use that you need to have enabled when maintaining a Debian package (like CI/CD settings and branch settings). Possibly it is Debian holding things wrong that require all of those extra permissions to be able to do useful development work, but things are what they are. I'm not sure if there is any significant difference between Maintainer and Owner? Maybe just the ability to delete and move a project?
