Makes a lot of sense in d/copyright. Can you paste the standard
public-domain there? Something like

"This file is placed in the public domain. Use the program however you
see fit."

check codesearch.debian.net for this.

I've removed that sentence from d/copyright. However, looking at codesearch it seems like most packages use the same form that upstream was using to indicate PD instead of using a standard form, so I've kept the "This file is PUBLIC DOMAIN, to benefit the IRC developer community." formatting for that.

Is that useful? If so please package this as well.

I don't think so. It's almost always going to be called with a
'//go:generate go run git.sr.ht/~sircmpwn/go-bare/cmd/gen' style comment
which would not use the binary installed from a binary package even if there
was one.
