Yes, different people who have sponsored my packages have liked me to leave the salsa repos in different states.... with d/changelog as UNRELEASED and no debian/x.y.z tag, or with everything all ready to go. Since I've been the only one working on these particular packages, I don't think it has mattered too much, but I definitely see the advantages of sticking with an UNRELEASED changelog entry if more than one person is working on the packaging prior to an upload.
