RFS: uTLS -- Fork of the Go standard TLS library

Hi all,

I just upload this package to [1]. It's a useful low level library for golang.

It is my first package in Debian, so I not sure my debian files are 100% correct. But it's build successfully in my environment.

I don't know if I need to do this, I send the access request to golang-team on salsa.

If has any problems, please let me know.
