 Enables Go programs to comfortably encode and decode YAML values.

 well-known libyaml (http://pyyaml.org/wiki/LibYAML) C library to parse and
 generate YAML data quickly and reliably.

This package is in the dependency tree of "lazydocker" (#935641)
