RFS: golang-github-jsimonetti-pwscheme

Hi team,

I've prepared packaging for pwscheme library[0]. It is a member of the
dependency chain for gopasspw[1].

It is lintian-free and builds fine in sbuild.

This was my first attempt at Go packaging, and especially the proposed
workflow[3] (without pristine-tar branch and with a debian/sid branch),
so if someone could review it, that would be great. (I can upload it
myself, if someone could review and give a go-ahead).
