I always used the ITP bug for this kind of discussion, and I think it's
enough. Having to open, follow, handle and close two bugs for a single
upload seems too much to me. In the Rust team the ITP is normally
skipped too.

I would favor the idea of retitling ITP bugs to RFS once the maintainer
thinks the package is ready, like it happens for RFA/ITA or O/ITA
