Fedora does as well.  But i686 is a de-prioritized architecture.  We
frequently update glibc as well (at least in the unstable-equivalent
branch that rebases binutils in this way).  And most importantly, RPM
dependency management handles these kind of symbol version dependencies
automatically.  The binutils mechanism is implicitly targeted at that.
Some of the fixes covered by the ABI gate are so minor that the symbol
dependency bugs introduced to prevent them from happening are going to
cause larger problems (particularly the x86-64 vector register clobber
happens extremely rarely in practice).
