This seems to confirm the cause:

debvm$ sudo chroot debvm.fs apt-get install libc6-dev
debvm$ grep -rn 'define .*TIMESIZE' debvm.fs/usr/include
debvm.fs/usr/include/arm-linux-gnueabihf/bits/timesize.h:20:#define __TIMESIZE  32
