Bug#1076385: tzdata: Wrong time conversion between IST and CEST timezone, using /usr/bin/date.

I may be missing something here, but... EST is UTC-0500, and CEST is
UTC+0200. The difference between the two is therefore 7 hours, which is
what the above shows.

Are you perhaps confusing the meanings of the "S" in each of the
abbreviations? While CEST is Central European Summer Time - i.e.
observing daylight savings - EST is Eastern _Standard_ Time, i.e. _not_
observing daylight savings. The equivalent of CEST for the Eastern
timezone is EDT.
