There's no such version of the package. However, assuming you mean the
package in bookworm (2.36-9+deb12u5),

this is incorrect:

adam@darzee:~$ dpkg -S libc-header-start.h
libc6-dev:amd64: /usr/include/x86_64-linux-gnu/bits/libc-header-start.h
