generate_debconf_templates: Be explicit about including or excluding symlinks
To catch cases like renaming a timezone (e.g. from Europe/Kiev to
Europe/Kyiv), require to be explicitly about whether or not to make
symlinks selectable in debconf.

test_timezone_conversions: Also check for missing conversions
Timezones that cannot be selected by debconf should be converted to
selectable ones on package upgrade.
