Restore generating /etc/timezone again
In version 2022g-3, the /etc/timezone file has been removed and gets
purged from user's computers. This makes unrelated software break that
relies on this file. Examples are samizdat and ruby-et-orbi.
Restore generating /etc/timezone again for the Debian 12 "Bookworm"
release. Defer the removal to after the bookworm release for the Debian
13 "Trixie" release. Then there will be enough time for mass-bug filing
and fixing the consumers.
This reverts commit 3edcce5955de5ed7b7072402e7565945bc84aea8 ("Remove
/etc/timezone on upgrades as a one-time action").
