Do not update US/* timezones to their America/* counterparts
The tzdata debconf templates allows the user to select `US` as area, but
`debian/tzdata.config` updates those timezones to their America/*
counterparts. Reconfiguring tzdata should not change timezones that can
be selected in debconf to other values.
The proper solution would be to drop `US` from the debconf areas for
consistency, but that will make it harder for US citizens to select the
correct timezone.
So drop updating `US/*` timezones to their `America/*` counterparts for
now. `East-Indiana` is not presented as option for the US area in
debconf, so keep changing it to `America/Indianapolis`.

The debconf area `Indian` refers to the Indian Ocean.

Revert "d/tzdata.config: Map CET and MET to Europe/Berlin"
This reverts commit cc59c45cb1ff332d70b9e8ce5e0172e904559865.
Neither `Europe/Berlin` nor `Europe/Paris` is a direct replacement for
CET or MET. So keep the status quo.
