Same issue on bookworm, syslog shows:

Dec  1 11:04:23 machine ntpd[PID]: CLOCK: leapsecond file ('/usr/share/zoneinfo/leap-seconds.list'): will expire in less than 27 days

with tzdata version 2023c-5.
