libc6:<arch>: create merged-usr symlinks via preinst
Same logic as the libc6-<arch> biarch packages. libc6 multiarch packages install
the loader into /lib<arch>, so removing them when it's the last package
installing to the directory removes the symlink.
Ensure it's always there. Can be removed when the libc6-<arch> snippet
is removed.

debhelper.in/libc-bin.install, debhelper.in/libc-bin.lintian-overrides, rules.d/build.mk, rules.d/debhelper.mk: install a /var/cache/ldconfig into the libc-bin package. Closes: #1021577.
