Bug#992500: locales: obsolete /etc/locale.alias settings after drop of non-UTF8 locales

The /etc/locale.alias contains aliases to dropped locales, such as

french          fr_FR.ISO-8859-1

Such lines should be removed, or maybe better, replaced to use
the UTF-8 locales (such as fr_FR.utf8).
