Bug#947778: libc6-dev: please change dependency on libcrypt1-dev to libcrypt-dev

The libcrypt1-dev package got renamed, so the dependencies must match,
or libc6-dev becomes uninstallable or libcrypt1 unupgradable. AIUI both
glibc and libxcrypt must migrate to testing together this time, too…
