$ LC_ALL=hy_AM.armscii8 locale charmap

locale: Cannot set LC_MESSAGES to default locale: No such file or directory

Curiously enough, "hy_AM.armscii-8" works:

$ LC_ALL=hy_AM.armscii-8 locale charmap
ARMSCII-8

This is BZ 19527 upstream, which has been fixed in glibc 2.28. Closing
the bug with this version.
