  - Qyzylorda, Kazakhstan moved from +06 to +05 on 2018-12-21. A new
    zone Asia/Qostanay has been added, because Qostanay, Kazakhstan
    didn't move.
  - Metlakatla, Alaska observes PST this winter only.
