Even if recent glibc versions still do not use dpkg-buildflags, the
whole libc and userspace tools are now built with -Wall -Werror, 
-D_FORTIFY_SOURCE=2, -fstack-protector-strong and -Wl,-z,relro. 

This is the case since at least glibc 2.24, which is in stretch. As such
I therefore consider this bug can be closed.
