Bug#871262: override: Downgrading priorities of sensible-utils, lsb-base, multiarch-support

Hello,

With debian-policy 4.0.1.0 packages are now no longer prohibited to
depend on something with lower priority. The priority should now only be
based on the packages own status. This opens up for downgrading some
things that where likely raised earlier to satisfy the previous (no
longer effective) requirement.

I'd like to request the following priority adjustments:


sensible-utils -> important (previously required)
 - (see also #871260)

lsb-base -> optional (previously required)
 - sysvinit-core pulls in lsb-base (via a dependency chain)
 - under systemd packages should either:
   - have a masking native unit
   - directly depend on lsb-base if needed (lintian check exists already)

multiarch-support -> supposedly will be removed for buster, but in the
                     meantime downgrade to optional and move to oldlibs?
