Bug#840199: libc6: setlocale(LC_ALL, "C.UTF-8") used to work in jessie

Hi,

This used to work in jessie:

export LC_ALL="C.UTF-8"
echo "ça va" | iconv -f UTF-8 -t "ascii//TRANSLIT"
> ca va

Now it doesn't:
> ?a va
