Bug#829093: Comment in locale C is misleading

A comment in locale C says:
% ISO 8601 conforming applications should use the values 7, 19971201 (a
% Monday), and 4 (Thursday), respectively.
However, as verified with glibc people, this is (no longer?) true and the ISO
8601 week entry should always be "week 7;19971130;4" as it is correctly
defined in the locale.
So please remove or correct the comment.
