In case you do not get the update on time (e.g. if your machine follows some strict update policy) you can switch from Caracas to La Paz:

"Indicó Arreaza que, en aparatos electrónicos y computadoras, usted puede poner la zona horaria de La Paz, Bolivia, que es -4 UTC."
