Dear Maintainer,

in tzdata 2016b1, tzdata-java was removed. openjdk-7 is now uninstallable on
unstable because openjdk-7-jre-headless depends on tzdata-java.

Please restore tzdata-java so that openjdk-7 can be installed on unstable.
