No, I don't see any need to change the debconf documentation here.
dpkg-reconfigure(8) says that it will ask configuration questions, not
that it will ask every single thing mentioned in the output of
debconf-show(1).

It also doesn't have a --make-me-a-sandwich option, but I'm not going to
spell out all the options it doesn't have. :-)
