Bug#784900: Installing of a new language causes that other locales are registered as outdated

As already explained, Debian doesn't use language packs. locale-gen
regenerates all locales and that matches what Debian needs. It doesn't
seems to match what Ubuntu needs, and in that case Ubuntu should either
modify it or call it in a different way.

I don't see why Debian should fix an Ubuntu specific bug, just ask
Ubuntu developers to do it.
