Yes, this timezone is defined as America/Cancun, and it appears in the
list of cities available when selecting the America region. For quite
a lot of time, the timezones are not defined anymore by country/region
but by the main city in the area. The backward file defines links for
timezones predating this way of doing.

I therefore don't think this patch is necessary, could you please tell
me which problem do you try to solve there?
