1. Always upgraded in pairs: tzdata and tzdata-java. This might effect the bug.

2. After both have upgraded, the UTC is now the local time and the local time 
is offset the normal amount. Since I am +2 hours (3 hours daylight savings), I 
may end up with 2-3 hours later local time. Need to reset manually.
