Hi,

Here is a patch to the glibc source.  I tested a similar script in my
local installed locales.configure.

libc-bin being required, I think this is safe.  Let's start C.UTF-8 from
this.

FYI: Now that locales-all can be installed without locales.  So for such
     system, /etc/default/locales does not set locale.  That is another
     issue to be addressed.

PS:  There are many programs which expect to have en_US.UTF-8 to
function.
 * gnome-terminal (https://bugs.debian.org/746415 patch proposed)
 * ibus (patched in Debian by me)
