but the /usr/local/libx32 doesn't exist. The FHS[*] says:

  If directories /lib<qual> or /usr/lib<qual> exist, the equivalent

The Debian Policy 3.9.6 now explicitly allows the /usr/local/lib<qual>
to not exist, I am therefore closing this bug.
