Bug#753084: locales: wish it would take advantage of multiple cores

The process of generating all locales takes a huge amount of time.  It would be
good if it could run multiple processes to take advantage of multi-core
systems.  Also it would be good if there was an option to generate one locale
for each language.

Versions of packages locales depends on:
ii  debconf [debconf-2.0]  1.5.53
ii  libc6 [glibc-2.19-1]   2.19-4

locales recommends no packages.

locales suggests no packages.
