Bug#638810: wish: add tincd service to /etc/bindresvport.blacklist

Dear Maintainer,

the Debian's tinc package provides a VPN daemon that listens
by default on port 655.

It would be nice to add this port to /etc/bindresvport.blacklist
to be sure RPC never binds to it.
