manpages-linux upstream introduced a locale.1 in man-pages-3.62, and may be
provided in 3.64 upload in Debian.

Can you confirm it is possible to move locale.1 to manpages with a replace <<
2.18-4 ?

Not done, but nscd.* debian manpages are under public domain, so it should be
easy to get them integrated to manpages-linux.
