Bug#743618: libc6-dev-i386: /usr/include/sys/file.h conflict between libc6-dev-i386 and libc6-dev-ppc64

Dear Maintainer,

apt-get install libc6-dev-ppc64

fails with the following error:

Possibly related to #702962.
