Bug#732993: libc-bin: scanf %f doesn't parse "0e+0" correctly

Dear Maintainer,

glibc 2.18 scanf function cannot parse correctly floating points.
In particular this prevents the build of ATLAS.
This has been reported upstream and will be fixed in 2.19.

Would you consider backporting the fix to 2.18?
