Bug#707919: libc-bin: useless message when triggered from dpkg

The "echo ldconfig deferred processing now taking place" message in the
libc-bin postinst is rather useless and should not be printed by
default, since dpkg already gives that information itself
("Processing triggers for libc-bin ...").
Please remove that message, or print it only if LDCONFIG_TRIGGER_DEBUG
is set in the environment.
