tzdata needs urgent update for Samoa, DST changeover on September 30

From my understanding of the situation, the government of Samoa has not established a perpetual basis for daylight savings time changeovers, instead issuing decrees each year since they started using DST two years ago.

On September 4, 2012 they issued the decree for 2012-2013 and 2013-14; daylight savings time begins on September 30 (in 4 days).

The IANA has yet to release an updated Time Zone Data file incorporating these DST changeovers, their last release being on September 13, 2012. However with September 30 only 4 days away it is possible that a new tzdata will not be issued before the changeover date.

Therefore, I submit the attached patch made by Robert Elz[1] and updated by lord.buddha[2] to be added as a quilt patch to Debian stable tzdata 2012c-0squeeze1.

My organization has Debian servers in Samoa and I have built a specially updated tzdata package myself incorporating that patch as a stopgap measure.
