Hi,

Short report, reportbug once again lost my report.

Upgrading locales-all to 2.13-14 broke locale generation.
dpkg-reconfigure locales gives:

  Error: invalid locale settings:  LANG=fr_FR.UTF-8

Uninstalling it solves the problem.

I wondered why this package was installed anyway and found that:
