Bug#635205: libc0.1-dev: no declaration of function 'issetugid'

Man page of issetugid(2) says that unistd.h has `int issetugid(void);',
but Debian GNU/kFreeBSD 6.0.2's unistd.h does not.
I tried to build ruby's trunk, and it failed with a following error.
