The other option is to not use spaces between "Berlin" or "Europe". With
your current file, the preseeded values are " Berlin" and " Europe", 
which of course are not known to tzdata.

It doesn't seems to be a tzdata problem, it's either a problem in your
preseeding file or in multistrap.
