Bug#620288: tzdata: Chile delay (again) the daylight time transition

The Chilean goverment has altered (again) the dates when the Daylight time will
end this year. Previous change was reflected in #617331 report.
Daylight time will end at Saturday 7 (May) this year. Instead of being held
by Saturday 2 (April).
