I apologise, I am not really familiar with Debian policy, that seemed like the best fit. I couldn't really find something along the lines of "Programs and libraries must work as specified and expected, and not fail when used under normal conditions."

If the bug is closed with the wrong version, there is no need to open a
new one. Merging with the existing one.
The other bug was archived so I couldn't add anything to it. This is clearly a bug with the existing library in Debian stable, which has not been considered in the previous bug report (#637239).

I think it is important that whatever is wrong is fixed by back-porting the relevant changes to Debian stable.
