Current tzdata version doesn't include recent russian time changes (daylight-saving time cancelled). It can be checked:
% dpkg -l |grep tzdata
ii tzdata 2011d-0squeeze1 time zone and daylight-saving time data
% date -R -d 'now + 60 days'
Sun, 27 Nov 2011 21:56:26 +0300
Debian testing (on my other host) contains newer tzdata version, so timezone is correct:
% dpkg -l |grep tzdata
ii tzdata 2011j-1 time zone and daylight-saving time data
% date -R -d 'now + 60 days'
Sun, 27 Nov 2011 23:00:44 +0400
