Bug#641995: tzdata: belarusian time zone had been changed

Sep, 15th belarusian council of ministers had decided to abandone DST, so from
now belarusian time will be east european(UTC+2)+1.
So I've made very trivial patch for tzdata. I've called new belarusian tz as
MNSK (derived from Minsk).
